The city of Évreux and the Évreux Portes de Normandie agglomeration attacked by a hacker. The servers have been off since Thursday morning. There is no longer a telephone or internet, which complicates access for users and the work of the 2,500 agents of the two communities.

After the Charles-Nicolle university hospital in Rouen, the Paris Normandie daily or the Publihebdos group, the City of Evreux and the Évreux Portes de Normandie agglomeration are in turn victims of computer hacking . "It is an attack which began about a week ago, a hacker entered our systems" explains Guy Lefrand, mayor of Évreux and president of Évreux Portes de Normandie. The services noticed this Thursday morning and "immediately cut off our entire network" specifies the elected official who is delighted: "The backup processes" carried out on the evening of Wednesday "

A crisis unit was set up and met twice this Thursday. A specialized firm was hired, "they arrived an hour after being called upon " indicates Guy Lefrand. The shared services of the City and the agglomeration can operate "in degraded mode" but "the situation is under control" according to the elected official. An emergency procedure mode has been activated. It gives "the possibility of calling the police or the gendarmerie or the prefecture which has our emergency numbers, in particular 'there is a water leak or to call the municipal police" specifies Guy Lefrand.

The mobile phone being the only means of communication available, an SMS was sent this Thursday morning to 2,500 agents employed by the city or the agglomeration. "The agents will be seen and called one by one to find out what job they are being given" explains Guy Lefrand "or whether they should stay at home or not" . A reorganization of services is under consideration.

This computer attack confronts the services with very concrete problems, for example the celebration of marriages . "We are in contact with the public prosecutor and the prefecture to see if we redo weddings by hand on Saturday so that the bride and groom can fulfill their commitments" explains Guy Lefrand . We will have to be patient anyway because regaining the integrity of the network and its operation could take a while, perhaps a month.
